State must pay family carers to look after elderly, say MPs

The Social Care Market: Fixing a Broken System features in The Daily Telegraph

 

The Telegraph article mentions a report by the Free Enterprise Group in which Chris Skidmore, author of the report, proposes relatives of elderly in need of social care to look after elderly and be given an allowance instead of putting local council-run care services to do so. Under Government policies, councils are allocated “personal budgets” to spend on home help and equipments. Skidmore argues, with case studies from Germany and Holland, that direct payment to families is more efficient.
