Following a report published by the Free Enterprise Group calling for middle income tax cuts, Paul Goodman discusses if George Osborne is in any position to cut income taxes at all. Goodman points towards the slow progress of deficit reduction and an impediment to further income tax reduction. Despite predictions from the Institute of Fiscal Studies that “at least half of all basic rate taxpayers will pay 40p income tax over the next 14 years”.
